The establishment of the college in the year 2007 is the result of the vision of the government of Karnataka to encourage higher education, especially for the economically and socially weaker sections of the society. The college being in its infant stage is functioning with a vision of imparting knowledge and equips students to face the challenges of the real world.

Good education is the result of interaction of multiple factors, the most important of which is increasingly recognized to be the quality of teachers and teaching and this is dependent on quality of teacher education.

The higher education should strive to bridge the gap between perception and expectation from man power. The areas to be focussed are expansion, equity, excellence, governance, funding, implementation and monitoring.
