In the previous article entitled "Road Safety-1 ", we referred to the organizations that make up this immense humanitarian network. 

These, linked closely, are: the International Federation of Red Cross and Red Crescent Societies, the International Committee of the Red Cross and National Societies of Red Cross and Red Crescent.

The first, which is the International Federation was established in 1919, following the humanitarian needs that arose after the First World War.

Since the end of the last decade of last century, this organization has been adapting their programs to new times, as it understands that a job should be developed to mitigate the risks caused by road accidents and establish a commitment to work together to change culture and behavior of road users, especially young people.

In that sense, the Federation formed a strategic alliance with the World Bank and DFID of the UK called Global Alliance for Traffic Safety, which belongs to the Dominican Republic, although is supposedly a signatory to the International Federation Red Cross and Red Crescent, although he was not aware of any activity in the country.

In June 2009, held the World Youth Meeting of the Red Cross and Red Crescent, where road safety was defined as one of the main challenges facing humanity.

The Declaration of Solferino, as it is called, says serious commitments to the subject in the formulation and implementation of public policies, resource allocation and funding, attention to vulnerable road users, promoting awareness of social awareness, promotion road education, improvement of victim care and integration of road safety plans for different social groups and NGOs.
