All major parties should be involved in the problem motivated by initiatives of the State and its various bodies.

Political parties are important, not only because they strengthen the democratic and participative society as a whole, but because they promote discussions and initiatives with other levels of government, as is the legislature.

The good practices of public policies evidenced in the successful countries in this regard, confirming the involvement of all these actors.
